Residence Permit anottu

Jotta voisin opiskella kiinassa vuoden, jouduin anomaan residence permit:in. Ensimmäinen lomake, jonka tähän tarvitsin, kävin hakemassa lähimmältä poliisiasemalta jo kolme päivää sen jälkeen kun tulin Shanghaihin. Tullessani rekisteröitymään koulua varten minulle annettiin paperi jossa luki, että muistathan käydä poliisiasemalla 24h mahansaapumisesta. No onneksi kolmen päivän viive ei tuonut sakkoja. Poliisilta sain väliaikaisen asumisrekisteröinti kirjeen.

Toinen lomake oli sitten terveystarkastus sertifikaatti, joka saapui koululle viikon kuluttua tarkastuksesta. Kävin sunnuntaina koulun rekisteröintitoimistosta hakemassa kaksi kirjettä, jossa varmistettiin opiskeluaikani. Saatuani nämä lomakkeet kasaan pystyin tiistaina tunnin jälkeen lähtemään kaupunkiin. Entry-Exit Office, josta residence permit ja viisumit anotaan, oli Science and Technology museo –metroaseman lähellä. Löysin paikalle seuraten kylttejä ja ohitseni juoksevia valkoihoisia. Enpä ehkä olisi edes löytänyt oikeaan rakennukseen jos ei valkoinen mies olisi kiireellä juossut sinne ja minä seurannut perässä.

Saadessani jonotusnumeron edelläni oli yli 90 henkeä. Jäljellä ollessa vain 30 ennen minua työntekijä kuulutti jotain kiinaksi ja kaikki ryntäsivät jonottamaan virkailijoille. Tajusin itsekin jo kysyessäni, että kaikki jolla oli numero ennen 400 piti mennä jonottamaan, sillä vuoronumeroita ei enää näytetty tauluilla. Minulla oli 405, joten menin takaisin istumaan. Kuulutuksen tulessaan uudestaan kiinaksi osasin jo ennakoida ja mennä lyhyimpään jonoon. Virkailija otti paperini ja sanoi etten ole ollut valokuvattavana. Tällästähän ei missään ollut mainittu, mutta lähdin sitten alimpaan kerrokseen, jossa otettiin kuva heidän tietokantaan. Jouduin samalla matkalla alakerrassa änkeämään tiskille, jossa sain kopioitua yhden lomakkeen, jonka alkuperäisversin olin ainoastaan ottanut mukaan. Palasin samalle tiskille jonottamatta, sillä niin olin nähnyt kiinalaisten tekevän. Sain lopulta kaikki paperihommat hoidettua ja paperin, jossa kerrottiin, että voin hakea passini takaisin kahden - kolmen viikon päästä.

Saa nyt nähdä jääkö Pekingin matka tekemättä loman aikana kun ei ole passia. Sama ongelma oli jo Suomessa, kun piti työporukan kanssa mennä Tallinaan ja sain passini takasin päivän ennen matkaa, hakiessani viisumia Kiinan suurlähetystö. Mutta eipä ainakaan näillä näkymillä pitäisis olla ongelmia 

matkustamisen kanssa, sillä koululla kysyessäni sain tietää, että halussani oleva paperi on passini ja viisumini.

To be able to study in China for a year I have to apply for residence permit. Before I could go to the Entry-Exit Office in the city I had to get different forms and certificates. The first form I got three days after I arrived in Shanghai. I should have gone to the nearest police station within 24 hours, but I didn't know about this until I arrived at the school registration. At the police station I was given a registration form of temporary residence. 

The next certificate I needed was the health certificate. I got it about a week after I had been to the health checkup. I had paid for it to be sent to the school. So on Sunday I went to registration office where I got the certificate as well as a permit application letter and visa application for study in china form. I also had to have a picture for the residence permit form, but I had already got pictures when I was at the health checkup. 

On Tuesday I went to the city after my Macroeconomics class. I got off at the Shanghai Science and Technology Museum metro station. I followed the exit-entry signs and all the white people who was walking past me. I probably would have walked past the building if a white man wouldn't have walked in there in such a hurry that I had to follow him. Surprisingly it was the right place and on the third floor I got a queue number. I got 405 and I had over 90 people before me in line. When there was only about thirty people before me one of the employees announced something in Chinese and everybody run to the counters. After a while I understood that the numbers on the screens weren't in use any more and everybody with a queue number until 400 could go and stand in line. 

When the employee announced something again in Chinese I ran to the shortest queue, where I gave all my papers to the officer, who told me to get a copy of one of the documents and to get my picture taken on the first floor. I went to the first floor where they took my picture to their database and got a copy of the paper after fighting my way to the photocopy counter. I returned to the third floor and got all my paper work done. I was given a paper where it said to come and pick up the passport, which they kept, after about two-three weeks.

i thought it would be a problem now when I don't have a passport, but I was told later on that the paper I was given is my temporary passport and visa. This is a good thing since I was told to go back there to withdraw my passport if I wanted to travel outside Shanghai.
